VN issues rules on customs handling of aircraft entry, exit info through NSW

The Vietnamese government has released the rules on the customs processing via the National Single Window (NSW) of information that pertains to the entry, exit, and transit of air carriers, according to the General Department of Vietnam Customs.

The Prime Minister issued Decision no.43/2017/QD-TTg on September 26, 2017, addressed to state management agencies at airports, and to agencies, organizations, and individuals involved in the handling through NSW of the entry, exit, and transit documents of airplanes at international airports.

On the exit procedure for aircraft, the declarants must input pertinent information or documents through the NSW portal, including the commodities declaration and master airway bill for aircraft carrying export goods; list of passengers for aircraft with passengers; list of flight crew; and flight information and booking reference number.

The declarants must submit the following original documents to the state management agencies at the airports: general declaration (including medical declaration) submitted to the border medical quarantine organization; medical report on the corpse, human remains, and ashes submitted to border medical quarantine organizations; and medical records of medical microbiological samples, biological products, tissues, and organs of human bodies submitted to border medical quarantine organizations.

Documents must be presented in their original form to state anagement agencies at airports, including passports or papers for international travel and passengers’ visas; the crew’s passports or papers for international travel and visas presented to the police at the border gate; the international vaccination slip of the flight crew and passengers (in case of departure or passage through epidemic or suspected disease or infectious agent) to the border medical quarantine organization.

State management agencies, based on their functions and tasks provided under the law, must provide feedback upon receiving documents and information coursed electronically, receive documents printed on paper, check documents, and certify the completion of procedures for exiting aircraft.

“The mentioned receipts and responses are automatically processed through the NSW Portal to the applicants and related parties,” said Vietnam Customs in a statement.

The decision takes effect from November 15, 2017.
