Singapore eases process for strategic goods export permits

Singapore Customs has streamlined effective August 1 the process for submitting end-user statement/ certificate (EUS/EUC) by traders and declaring agents applying for a permit to export strategic goods and chemical weapons.

The simplified process was announced in Circular No: 13/2023 issued on August 1, 2023 by Raine Ng, head of the Procedures & Systems Branch for the Director-General of Customs.

With the streamlined process that took effect starting August 1, only a single EUC needs to be submitted, Ng said.

Strategic goods are dual-use goods, technology and software for both civilian and military applications that can contribute to the proliferation of weapons of mass destruction. These goods are controlled under Singapore’s Strategic Goods (Control) Act 2002 (SGCA) and the Chemical Weapons (Prohibition) Act 2000 (CWPA),

Previously, export permit applicants for such goods were required to submit both an EUS for the Strategic Trade Scheme (STS) individual permit and an EUC for the Chemical Weapons Convention (CWC) as part of the supporting documents.

For goods controlled under the SGCA and exported or transhipped to countries pursuant to United Nations Security Council sanctions or regulations, both an EUS for the STS individual permit and an EUC for UNSC countries had to be submitted.

The revised formats for the combined EUC are available for download via the Singapore Customs website.
